LATIN-FKKM Research Collaboration: Monitoring Java Island’s Ecosystem Buffers

New regulations for the Special Management Forest Area (KHDPK) policy are currently underway in Central Java Province. Referring to the Ministry of Environment and Forestry Decree No. SK 287 of 2022, the forest area allocated for Central Java Province is 202,988 Ha, each of which is a Production Forest area of ​​136,239 Ha and a Protected Forest area of ​​66,749 Ha. Determination of the land area is based on the technical criteria for determining KHDPK in Ministerial Regulation No. 4 of 2003 concerning Social Forestry Management in KHDPK. LATIN in collaboration with FKKM and LMDH Rawasakti has conducted research in Gambuhan Village, Pulosari District, Pemalang Regency and Guci Village, Guci District, Tegal Regency, Central Java Province from 4-18 August. This collaborative research was carried out to see the readiness of institutions in forest management through the Community Forest scheme, which is a transformation of the previous scheme, namely Kulin-KK with Perhutani.

The selection of research locations focused on areas that had been assigned KHDPK status. Then this location was selected again based on two main criteria. First, Gambuhan Village has a Social Forestry Group (KPS) which received a management permit in 2017 covering an area of ​​73.6 ha. Currently, there is a transformation process from the Kulin KK scheme to Community Forestry. Second, Guci Village is still in the application process or is still in the pre-permit process. Socialization of the new Special Management Forest Area (KHDPK) policy to the community is still being carried out by the authorities such as the Forest Service Branch (CDK), the Java Regional PSKL Center and Perum Perhutani to avoid misunderstandings regarding forest management by the community with this new scheme. LATIN and FKKM also provided understanding regarding the new KHDPK policy. A series of research on the performance of mentoring and gender equality in forest management carried out by LATIN was also carried out in Gambuhan Village with the direct involvement of the Forest Village Community Institution (LMDH) Rawasakti in Gambuhan Village as a research enumerator. It is hoped that this participation will be able to encourage LMDH in efforts to produce joint knowledge regarding Social Forestry schemes, especially KHDPK and strengthen group performance in building narratives and independent research.
